ICT access, climate change, and farmers in Ethiopia
Take a look at this article examining the effects of climate change on farmers in Ethiopia; access to information and technology are critical in determining how farmers adapt to climate change. This is yet further evidence of the importance of access to ICT and shows it is an essential need, in this case as it relates to food and income.

Interesting--although, looking through the original article, it seems like they are talking about access to information (for instance, through relatives), and access to agricultural technology (like hybrid seeds) and not ICT per se. But I'm trying to track down references that do mention ICT specifically. If anyone knows of any, please post a comment!
